Well, I think the parents of these kids are as much to be blamed as the authorities. It also depends on how much they can afford and whether that would be enough to get their kids a seat in a luxury vehicle (don't mean Mercs here - an auto with just 3 passengers in the rear is a luxury in lower class India). Lets examine this scenario: The govt lays a rule of say only 10kids per auto. This will raise the auto the fare which many parents will try to avoid and just bribe the auto man to increase the number of kids. The auto man will do it. Lets say he is caught by the cops...he will bribe him to escape and the cops will take it 99% of the time. So unless we stop being greedy and take the child's welfare into consideration, there is no changing this. Look in that pic...there are some kids standing...what about their health? What if they fall forward and break their jaws or something? Scary illa??
